Actually not true.
If a player chooses to play an MPC, the consent to PvP is automatically implied. You do not need permission to attack an MPC if your character would do so without question. It may be good manners to ask the player of the MPC beforehand, but it is not necessary.
This is why it is hard to play an MPC, and players are told that and understand the PvP rules surrounding MPCs when they first create the MPC.
Now what constitutes an MPC is another matter. Drow are definitely MPCs, as are several other subraces.

@Amracil: Your "Joe Noobie" point is a good one. I can actually imagine new players (who haven't read the FAQ) botching things up pretty badly. Of course, the comparison to MPCs puts that into some perspective as well.
What if I write "MPC PvP rules apply" in my description... essentially saying that, while the PC is not an MPC, players can treat him as one for purposes of PvP?
